I'd say the money will go for what it is intended for. In the last draft, less than half of it was going to Sandy relief, you can bet those earmarked funds (pork) will find it's way to the state of the senators who snuck it in.

This is amazingly bad judgement. The bicyclist made it clear that he had a camera rolling and this police officer STILL told him he was issuing a speeding ticket for the man arguing. How could he possibly have thought that this wouldn't come back to haunt him with him admitting that on camera?
